THE state's policy of building a caring society is paying off, Penang Local Government Committee chairman Datuk Dr Teng Hock Nan (pic) said. The policy mooted by Chief Minister Tan Sri Dr Koh Tsu Koon in 1990 had helped promote equitable growth among all groups, he said.
