Investor's Business Daily - Trade negotiators may be near a breakthrough, said U.S. Trade Rep. Susan Schwab. The Bush administration is hoping, after over 6 years of fractious talks, to overcome divisions over tariffs, subsidies and other trade rules, and produce a new global pact before Pres. Bush leaves office. Rich nations want lower tariffs on industrial goods and services; poor nations want farm subsidies and tariffs scrapped.
