Visakhapatanam, Dec 5 : Andhra Pradesh Governor N D Tiwari today laid the foundation stone for the Indian Red Cross Society(IRCS) Blood Bank building at an estimated cost of Rupees 2.8 crore to be funded by Rastriya Ispat Nigam Limited(RINL), the flagship company of Visakhapatnam Steel Plant(VSP).
